We at Western Regional Off-Track Betting Corporation (WROTBC), Batavia Downs Gaming, and BataviaBets (collectively known as WROTBC) have a moral, social, and business responsibility to promote responsible gaming and to strictly enforce the minimum legal wagering age.
In furtherance of this responsibility, WROTBC participates in the New York State Self-Exclusion Program.
The New York State Self-Exclusion Program allows guests who may have a gambling problem, or who have any reason to voluntarily request exclusion, to prohibit themselves from participating in any activities at any gaming facility or entity licensed, permitted, or registered by the New York State Gaming Commission.
By completing the appropriate forms, guests will be banned from all activities at these gaming facilities, including:
- Casinos
- Horse racing
- Off-track betting
- Video lottery gaming
- Interactive fantasy sports activities in New York State
This exclusion is pursuant to Sections 4044.2, 4123.2, 4411.2, and 5117.6, and Part 5326 of Title 9 of the Official Compilation of Codes, Rules and Regulations of the State of New York.
Individuals on the Self-Exclusion List are prohibited from:
- Collecting any winnings
- Recovering any losses
- Receiving complimentary services
- Participating in Player's Club promotions

THE NEW YORK STATE SELF-EXCLUSION PROGRAM
What Is the Self-Exclusion Program?
The Self-Exclusion Program was established to allow individuals who may have a gambling problem to voluntarily exclude themselves from wagering activities.
Please note:
- Family members cannot place another family member on the Self-Exclusion List.
- Placement on the list is entirely voluntary.
Participants will be banned from gaming activities at:
- Horse racing facilities
- Off-track betting locations
- Video gaming facilities
- Commercial gaming facilities
- Interactive fantasy sports activities throughout New York State
Self-excluded guests are also prohibited from:
- Collecting winnings
- Recovering losses
- Receiving complimentary services
- Participating in promotions
How Do I Get Placed on the Self-Exclusion List?
You may obtain information and an application using one of the following methods:

Required Identification
You must complete the Self-Exclusion Form in its entirety and provide identification that includes:
- Your signature
- Either a photograph or a physical description
Can I Mail Back the Completed Form?
Yes. If submitting the form by mail, it must be notarized.

What Happens If I Return to a Gaming Facility After Self-Excluding?
- You will be asked to leave immediately.
- Failure to leave may result in arrest for trespassing.
- Any winnings or losses may be subject to forfeiture.
How Long Will I Be on the Self-Exclusion List?
You may choose one of the following minimum exclusion periods:
- 1 year
- 3 years
- 5 years
After your selected exclusion period has expired, you may request reinstatement of your gaming privileges.
